Bunker Quantity Survey / De-Bunker Survey

A Bunker Quantity Survey (BQS) is a specialized inspection carried out on board both the supplying bunker barge and the receiving vessel throughout the entire bunkering operation. By carefully conducting measurements before and after the bunkering process, the exact quantity of fuel delivered can be accurately determined. This helps identify any discrepancies and prevents potential disputes between the parties involved.

Calibrated sounding tapes and thermo-probes, ensures reliable and precise measurements. UTI equipment (Closed Measurement Systems) are available for situations where open soundings are not permitted. This allows us to perform measurements on bunker barges and vessels at all times, using either open or closed measurement methods depending on the circumstances.

Since 2026, supply by Mass Flow Meter (MFM) has been mandatory for bunker deliveries by bunker barges exceeding 300 GT in the ports of Rotterdam, Antwerp, and Bruges. While this technology is intended to ensure accuracy and transparency, in practice MFM deliveries are not always without issues. Examples include the deliberate failure to fully strip tanks, the installation of hidden bypasses downstream of the MFM, and the manipulation of delivery documentation after completion of the bunkering process.

Our service extends assisting the Chief Engineer with the preparation and proper completion of all relevant bunkering documentation and safety checklists. Furthermore, we support the crew in taking representative fuel samples in accordance with industry standards. The sampling process is documented with photographic evidence, providing our clients with clear proof that the correct sampling procedures have been followed.

A de-bunker survey is conducted when a vessel has received off-specification fuel that needs to be returned to the supplier.

Our surveyors perform manual soundings to ensure accurate calculations and to determine the exact quantity transferred during the de-bunkering operation. Throughout the process, our surveyors monitor the operation and carry out sampling when required to ensure transparency and accuracy.

Upon completion, a detailed report confirming the final quantities and observations is promptly issued to the Chief Engineer and the client.
